Tom Torlakson Appoints New Head of CDE’s Early Education and Support Division

State Superintendent of Public Instruction Tom Torlakson has appointed a new Director of the California Department of Education's Early Education and Support Division. Sarah Neville-Morgan, who most recently served as Deputy Director of Program Management at First 5 California, was named to the job Monday.

The Early Education and Support Division “provides leadership and support to contractors and the child development community,” according to the CDE’s website. It’s an integral part of Torlakson’s stated focus on early childhood education.

In addition to her time as deputy director of First 5 California, Neville-Morgan previously worked as the Deputy Executive Director of the California Early Learning Council and as an Academic Child Development Specialist at the UC Davis Center for Child and Family Studies. From 2011 to 2013, she was employed as Child Development Consultant for the CDE. She holds a B.A. in Psychology from Earlham College in Richmond, Indiana and an M.S. in Child Development from UC Davis.
